Wage Orders don't follow a fixed review calendar — each Regional Tripartite Wages and Productivity Board (RTWPB) reviews independently under RA 6727. Two regions have a second tranche still pending: Bicol (Region V, ₱480 on December 1, 2026) and BARMM (December 1, 2026). Every other region's rate below is fully phased in as of today. Negros Island Region (NIR) — no independent wage board
NIR was created by RA 12000, but its regional wage board has not been constituted. Negros Occidental (incl. Bacolod City) continues to follow Region VI's Wage Order RBVI-29 (₱525–550 non-agri / ₱520 agri). Negros Oriental and Siquijor follow Region VII's Class B rate under ROVII-26 (₱500).
Monthly and annual equivalents
A daily rate only becomes a monthly figure under a stated number of working days. NWPC's own Wage Order No. RXIII-20 cites 26 working days per month under Labor Code Article 83 — we use the same divisor here rather than assuming one.
This divisor assumes a 6-day work week with paid legal/special holidays and unpaid Sunday rest — the same assumption behind the 313-day annual factor commonly used in DOLE's Handbook on Workers' Statutory Monetary Benefits. Employers with different rest-day arrangements will compute a different monthly figure.
What the law requires
Who it covers: every rank-and-file employee in the private sector, regardless of position, designation, employment status, or how their wages are paid (Wage Order coverage clauses, e.g. Sec. 4 of Wage Order No. RBIII-26).
Who's exempt: retail/service establishments regularly employing 10 or fewer workers may apply for exemption, as can enterprises adversely affected by natural calamities or human-induced disasters (Wage Order No. IVA-22, Sec. 5). Exemption is not automatic — it must be applied for and approved by the RTWPB.
On non-payment: withholding wages below the legal minimum is a distinct offense from ordinary wage withholding under Labor Code Article 116 (withholding of wages and kickbacks prohibited), and violators face penalties under Section 12 of RA 6727 as amended by RA 8188 — set out in the penal provision of every Wage Order.
How the rate is set: each RTWPB weighs criteria fixed in Labor Code Article 124 — cost of living, wage-poverty gap, employer capacity to pay, and regional productivity — before issuing a Wage Order.
Definitions and scope: "wage" and "employer" are defined in Article 97; which establishments the wage rules apply to is set out in Article 98.
Hours the wage is based on: normal hours of work are capped at 8 per day under Article 83, and the private sector's coverage for these hour rules is set in Article 82.
Enforcement: DOLE has visitorial and enforcement power to inspect any employer and order compliance under Article 128, and any diminution of existing benefits above the minimum is separately prohibited under Article 100 and Article 127. Deductions from wages are limited under Article 113.
If your employer pays below the rate for your region and sector, that is a labor standards violation you can report directly to your DOLE regional office — you do not need a lawyer to file a wage complaint.

How is the monthly minimum wage calculated from the daily rate?
NWPC itself uses a 26-working-day-per-month divisor under Labor Code Article 83 (see Wage Order No. RXIII-20). Monthly equivalent = daily rate × 26. Annual equivalent uses a 313-working-day-per-year factor: daily rate × 313.
Who is exempt from the minimum wage?
Under most Wage Orders, retail/service establishments regularly employing 10 or fewer workers may apply for exemption, as can establishments hit by natural calamities or disasters (see Wage Order No. IVA-22, Section 5). Household helpers (kasambahay) are covered by a separate wage-setting law, not these regional Wage Orders.
What is a Wage Order and who issues it?
A Wage Order is a binding regional wage-fixing issuance from a Regional Tripartite Wages and Productivity Board (RTWPB), under the authority of RA 6727 (Wage Rationalization Act) and the National Wages and Productivity Commission (NWPC). See Labor Code Article 124 for the standards each board must apply.
What can I do if my employer pays below minimum wage?
File a complaint with the DOLE regional office covering your workplace, or request a Single Entry Approach (SEnA) conciliation-mediation first. Withholding wages below the legal minimum is prohibited under Labor Code Article 116, and DOLE has visitorial and enforcement power under Article 128 to inspect employers and order compliance.
When does the minimum wage increase next?
It depends on the region — see the second-tranche dates in the table above. Bicol (Region V) and BARMM both have a pending tranche on December 1, 2026. Wage reviews don't follow a fixed calendar; each RTWPB reviews independently under RA 6727.
Does the minimum wage apply to kasambahay?
