If there are no grandparents, the eldest sibling (at least 21 years old) of the minor child may be given parental authority by the court. In the absence of siblings, any other collateral relative to the third degree may be designated.

No descendant shall be compelled, in a criminal case, to testify against his parents and grandparents, except when such testimony is indispensable in a crime against the descendant or by one parent against the other. (315a)
