Acts that are contrary to mandatory or prohibitory laws are void — unless the law itself provides otherwise. You cannot create a valid contract that violates a mandatory law.

Acts executed against the provisions of mandatory or prohibitory laws shall be void, except when the law itself authorizes their validity. (4a)
