Workers have the right to strike; employers have the right to lockout. But notice requirements apply: 30 days for bargaining deadlocks, 15 days for ULP. A secret-ballot strike vote by majority of union members is required. The Secretary of Labor can assume jurisdiction over strikes in industries vital to national interest.
